The special situations shown include the aftermath of a suicide, drug users and overdoses, dealing with the unhoused or mentally ill, and runaway juveniles. All of which call for special procedure. The film opens with a note informing viewers of the controversial subjects and that it was to be used for law enforcement only (:11). Motorola presented this film (:31).
