After the levee failed Tuesday afternoon, most businesses and River Drive are still closed. Modern Woodmen Park’s baseball field is still encompassed with flood waters forcing the Davenport River Bandits to play games away from home. Even civilians are taking advantage of the high river levels and kayaking. Trains are al
