RPCS3 | Why Is the PS3 so Hard to Emulate?

RPCS3 is a great PS3 emulator. But PS3 emulation is still very difficult, even on a ps3 emulator like RPCS3. So the question is, why is ps3 emulation still so difficult on an almost 14 year old console? Why are so many games, like The Last of Us, still not fully playable on RPCS3 even after all these years while newer console emulators are catching up?
