The Israeli newspaper Haaretz has confirmed the Israeli Defense Force’s application of the “Hannibal Directive” during the October 7th attacks, meaning that no one — Hamas militants, Israeli soldiers or civilians — should be allowed to depart Israel for Gaza. Essentially, the directive states that everyone is a target, instructing Israeli soldiers to shoot Israeli civilians.
