Here’s a little explanation of Russian criminal underworld slang for a better understanding of the lyrics:
“Atas“ - danger warning. Used by gang members left on look-out for cops, to warn gang members involved in the active crime.
“Raspberries“ - gang’s meeting place, a den.
“Shoe polish“ - drugs.
This song is a reference to the popular Soviet TV series “The Meeting Place Cannot Be Changed“ (1979) about two Moscow Criminal Investigation Service officers, hunting down a gang of dangerous criminals, in the first months after the end of the World War 2. (Based on true events)
