East Grand Forks mayor outlines 10 civic plans in State of the City address Mayor Steve Gander gave his fifth State of the City address Thursday. Amid briefings from city department heads and casual video interviews with local business leaders, Gander outlined a series of plans city staff and officials hope to accomplish in the coming year. Foremost among them is furthering an effort to renovate two of the city’s ice arenas and one of its baseball diamonds.
